Abstract:
The input-output efficiencies for scientific and technological personnel are analyzed by using AHP (Analytic Hierarchy Process) and DEA (Data Envelopment Analysis) based on panel data of their input and output in science and technology of all universities in China during 1992 and 2007. The result indicated that the overall efficiencies of input-output during 1992-2006 are satisfactory, but output efficiencies of different achievements varies greatly and have different trends. In general, pure-technology efficiencies are higher than scale efficiencies, but the dispersion degrees of comprehensive efficiencies and scale efficiencies are much higher than that of pure-technology efficiencies. As a result, an increase of investment in scientific and technological personnel can improve their input-output efficiencies.
