Abstract: Taking a southern city as an example, under the principle of the total determined control index, the allocation method of chemical oxygen demand between different areas was introduced. Firstly, the investigation and study on this city were carried on, including the factors of social, economy, environment etc. Based on the above investigation, the total emission amounts of chemical oxygen demand in the periods of 2002-2006 and 2007-2011 were calculated or predicted. Finally, according to total control target and combining the method of proportional allocation with the analytic hierarchy process model, emission permits allocations for different areas were decided. The results approved that the allocation method is feasible.
