以南方某市为例，介绍了城市总量控制指标确定的情况下化学需氧量按区分配的方法. 首先对该市社会、经济、环境等背景进行了详细的调研分析，然后在此基础上，对十五及十一五期末该市各区化学需氧量的排放总量进行统计或预测；最后，按照目标总量控制类型，应用等比例分配、灰色决策系统层次分析模型相结合的方法，实现了各控制区化学需氧量总量指标的再分配. 结果表明分配方法是可行的.
Taking a southern city as an example, under the principle of the total determined control index, the allocation method of chemical oxygen demand between different areas was introduced. Firstly, the investigation and study on this city were carried on, including the factors of social, economy, environment etc. Based on the above investigation, the total emission amounts of chemical oxygen demand in the periods of 2002-2006 and 2007-2011 were calculated or predicted. Finally, according to total control target and combining the method of proportional allocation with the analytic hierarchy process model, emission permits allocations for different areas were decided. The results approved that the allocation method is feasible.
