常住人口视角下的中国城市间居住用地配置研究

A Research on Allocation of Intercity Residential Land From the Perspective of Permanent Population in Chinese Cities

  • 摘要: 以中国602个县级市以上城市为研究对象,采用地理空间统计、泰尔指数和耦合协调度模型分析常住人口视角下的2006—2021年中国城市间居住用地的配置特征。研究发现:(1)中国绝大部分城市的人均居住用地面积大幅提升。但是,不同行政级别城市的人均居住用地面积存在差异,行政级别越高的城市的人均居住用地面积越少;(2)人均居住用地的空间配置存在区域差异,其中城市间居住用地配置的区域差距逐年缩小,各省内部城市间的区域差距变化不同;(3)绝大部分城市的人均居住用地配置与常住人口分布之间的耦合协调水平处于失调状态,其中行政级别不同的城市之间的耦合协调水平存在差异。依托研究结果,文章提出了建立居住用地与常住人口挂钩的“增人要增地,减人要减地”的居住用地配置思路。

     

    Abstract: Taking 602 Chinese cities at or above the county level as research object, the allocation characteristics of residential land in Chinese cities were explored by using the methods of geospatial statistics, Theil index, and coupling coordination model from the perspective of permanent population from 2006 to 2021. The results show that: (1)The per capita residential land area has significantly increased for the vast majority of cities in China. But, there are differences in the per capita residential land area owned by cities at different administrative levels. If the administrative level of a city is higher, then the per capita residential land area of the city is smaller. (2)There are regional differences in the spatial allocation of per capita residential land with regional differences narrowing year by year among cities. The regional disparities among cities within each province vary. (3)The coupling coordination level between the allocation of per capita residential land and the distribution of permanent population is in an imbalanced for the vast majority of cities, with differences in the coupling coordination level among cities with diffe-rent administrative levels. Based on the research findings, the idea of residential land allocation, "increasing land with increasing population, and reducing land with decreasing population" that links residential land with the permanent population, was proposed.
