Abstract:
The reasonable allocation of carbon emission obligation is beneficial for accurate identification of critical emission-reduction region and promotion of reduction cooperation and coordinated economic development among various regions. In order to ensure the rationality and fairness of carbon emission obligation allocation of power system, based on initial allocation of load-side carbon emission obligation through Footprint Carbon Intensity (FCI) allocation method, the conception "fairness interval" for power system was introduced innovatively, leading to the fairness interval of load-side carbon emission obligation allocation. Considering the satisfaction degree and its standard deviation as the evaluation criteria, the regulation of allocation result based on interval median was accomplished, which was applied in case study of PJM-5 node system. Compared with original FCI allocation result, the fair-minded allocation pattern satisfied industrial requirement and owned good application prospect.
