In the context of globalization and post-industrial cities, folk culture is regarded as an indispensable resource that can become an important means of empowering modern social governance. The dragon boat folk culture of Chebei community in Guangzhou is taken as a case to explore the process and mechanism of its role in urban community governance. It is found that in the regeneration process of dragon boat culture folklore protection, inheritance and development, local cultural elites and organizations lead community residents to participate in the reconstruction of dragon boat folklore culture on the material, spiritual, emotional and ecological dimensions. In the practice of Chebei community governance, the local culture elites fully explore the connotation of dragon boat folk culture and make it fit for the multiple goals of modern urban community governance, thus providing a new dynamic for urban community governance. The finding can provide new ideas for the integration of current folk culture conservation and urban community governance.
